State and Local Governments -- Kings Waste and Recycling Authority, Hanford, Calif., and Athens-Clarke County Recycling Division, Athens, Ga.
Best Business Program -- C Milliken & Co., Spartanburg, S.C.
Schools and Institutions -- C LeMars Elementary, LeMars, Iowa
Non-Profit Organizations -- C Knoxville Recycling Coalition, Knoxville, Tenn.
