Long-time scrap industry manager and executive Harold J. "Skip" Rouster has died at age 58. Rouster was an officer with Metal Management Inc., Chicago, at the time of his death.
Before joining Metal Management, Rouster had served as president and chief operating officer of equipment supplier Wendt Corp., as an executive with the former Recycling Industries Inc., and as vice president of operations for David J. Joseph Co., one of several positions he held while working for more than 20 years for the Cincinnati-based scrap processing company.
Rouster was born in Middletown, Ohio, and graduated from Bishop Fenwick High School in Franklin, Ohio, and Muskingum College, New Concord, Ohio.
He is survived by his parents, who reside in Middletown; his wife, Patti; four children; nine grandchildren; two brothers; and two sisters. Services were held in late July.
Memorial contributions may be made to Bishop Fenwick High School or The Arthritis Foundation.
SP Industries Adds to StaffSP Industries Inc., headquartered in Hopkins, Mich., has hired J. Steve Ellingboe as its new central region sales manager.
Ellingboe has more than 20 years of waste industry experience. He will service the heartland of the United States based out of his home in Buhler, Kan.
SP Industries was formed in 1982 by several experienced sales, design and fabrication specialists who committed the new company to quality and safety. Primarily a manufacturer of compactors and cart dumpers, SP Industries specializes in high-density compaction and specialty systems designed specifically for each application.

AF&PA Appoints Harman President and CEOThe board of directors of the American Forest & Paper Association (AF&PA) has appointed Donna A. Harman as the association’s new president and chief executive officer.
Harman joined AF&PA in 2001 as vice president of congressional affairs. She was promoted to senior vice president of policy and governmental affairs in 2006, leading the association’s lobbying efforts. Harman has 25 years of management, policy and political experience, having worked for two Fortune 500 corporations and the U.S. House of Representatives.
In her capacity as senior vice president, Harman led an in-house team of lobbyists and policy experts representing the forest products industry in the media and before local, state, federal and international bodies and was responsible for the development of the AF&PA’s policy and political strategy.
Harman holds a Bachelor’s degree in public affairs from Anderson University and a law degree from American University’s Washington College of Law. She is a member of the District of Columbia Bar Association, the American Society of Association Executives and the Society of Foresters. She also serves as secretary-treasurer of the Forest Products Industry National Labor Management Committee.

CPI Elects White President of Recovered Paper SectorThe Confederation of Paper Industries (CPI) has elected Chris White, commercial manager at Aylesford Newsprint, president of its Recovered Paper Sector. He was appointed at the association’s recent annual meeting. He takes over from Ken Stevens, managing director of SCA Recycling.
White says, "I am very happy to accept the presidency of the Recovered Paper Sector. I look forward to presiding over an active council and membership, which represents the vast majority of the industry."
He adds that the Recovered Paper Sector of CPI will work to ensure that the U.K. makes the best use of recovered fiber, "and that any proposed regulatory changes are fully assessed and proportionate to any risks associated with this non-hazardous material."
