Oregon DEQ Fines Recycler for Stormwater Discharge Violation

Allwood Recyclers fined for violating its stormwater discharge permit.




The Oregon Department of Environmental Quality has issued a $6,391 penalty to Allwood Recyclers Inc., which operates a yard debris recycling facility in Fairview, Ore., for violating its stormwater discharge permit.

The facility operates under a National Pollutant Discharge Elimination System 1200-Z general permit. The permit allows it to discharge stormwater, but stipulates that certain monitoring of stormwater and sampling of discharge takes place and other conditions are followed. 

DEQ issued the penalty due to Allwood Recyclers’ failure to perform any of its required discharge monitoring for the 2008-09 monitoring year. The permit calls for the company to take four sets of discharge samples per year and visually monitor its discharge once a month for floating solids and oil and grease sheen. The company failed to report any of its required monitoring activity.

Allwood Recyclers Inc. did not appeal the penalty by its deadline.
